The Behavioral & Public Health Research Consortium (BPHRC) is supported by the Salem Health Foundation. It is comprised of academics, health care professionals, and treatment providers throughout the state and Pacific northwest region dedicated to rigorous, evidence-based examination of the broad range of behavioral and public health challenges stemming from the challenges brought by addiction and decriminalization. This consortium provides a conversation space for civil discourse to promote greater awareness and understanding of the complexities surrounding addiction and decriminalization.

BPHRC Presentations

Dr. Mark Stewart, facilitator of the BPHRC presentations, is a professor of psychology at Willamette University in Salem, Oregon, who teaches courses in research design and analysis, biopsychology, and drugs and behavior. Dr. Stewart is the former director of Willamette University’s Quantitative Understanding of Design and Analysis (QUAD) Center.

Dr. Tor Wager is the Diana L. Taylor Distinguished Professor in Neuroscience at Dartmouth College. Dr. Wager presented at the BPHRC in January 2022 about neuroimaging of pain and emotion. Dr. Wager’s presentation can be viewed here: Zoom link

Dr. Elizabeth ‘Libby’ Stuyt is a board-certified Addiction Psychiatrist and has worked in the addiction/behavioral health field since 1990. Dr. Stuyt’s presentation to the BPHRC from April 2023 about the deleterious effects of high potency THC on the developing brain can be viewed here: Zoom link

Ms. Regina LaBelle, JD, former acting director of the Office of National drug Control Policy in the Executive Office of the President, and now current director of the Addiction and Public Policy Institute of Georgetown University presented to the BPHRC in December 2023 on her ongoing policy work aimed at reducing overdose and promoting access to quality addiction treatment.
